PROMETHEUS Payment demonstration pilots
Improving the quality of American health care can seem intractable. According to an influential Institute of Medicine report, the existing payment system is an important cause of this problem. This project supports a new payment methodology, "Prometheus," that is different from both existing fee-for-service and capitation models as well as from reforms such as "pay for performance." The goal of Prometheus Payment is a system that calculates the cost of care for an entire course of treatment. It improves quality of care for the patient by removing conflicting goals inherent in existing payment systems by increasing transparency and equalizing risk between health care and insurance providers. The project's deliverables comprise the core concepts of Prometheus, such as: (1) developing prices for the services necessary to treat a set of medical conditions; (2) developing a scorecard to report the services provided; and (3) testing the Prometheus methodology in up to four pilot communities. This is a transfer of The Prometheus Payment Demonstration Pilots project from the Center for Health Improvement, Sacramento, California, to Health Care Incentives Improvement Institute, Inc.
