The purpose of this project is threefold: to evaluate the implementation of the Prometheus Payment in four pilot sites, to document the barriers and facilitators to implementation, and to identify any aspects of the payment system that may require further refinement or modification. The evaluation team will primarily use telephone calls and site visits to collect data about the implementation process. The analysis of data collected from the calls and visits will help the program and others interested in payment reforms to understand the context for the implementation of Prometheus, to systematically document and describe the specific elements of the intervention at each site, to identify the extent to which there are patterns in key domains across the four sites, and to document the extent of pre-to-post implementation. The main deliverable for this project is at least one paper suitable for peer-reviewed publication. Presentations to Prometheus program staff, Foundation staff, and at professional conferences are also likely.
