Educating state legislators about healthy eating and active living issues

The Foundation's Active Living Leadership initiative was designed to educate and assist state and local officials to understand the connections among community design, physical activity, and health. The National Conference of State Legislatures (NCSL) is a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policy-makers to exchange ideas on the most pressing state issues. NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies. The NCSL Legislative Leadership in Healthy Communities program will provide state legislators with the necessary resources to make informed decisions on healthy eating and active living policy options that promote healthy communities and reduce childhood obesity. NCSL will accomplish this objective through education, communications, technical assistance, collaboration and convenings that include Web pages, publications, meetings, site visits, policy forums and technical assistance to states considering healthy eating and active living legislation. The program emphasizes working directly with individual states (through technical assistance) and with small groups of states that share similar policy interests and community characteristics (through policy forums) to develop policy options that legislators can act upon to achieve their policy objectives. It focuses on healthy eating and active living polices in the following areas: healthy eating--quality nutrition in schools, supermarkets and healthy food vendors, and farm fresh local foods; active living--active transportation, land use for active living, and quality physical activity in and near schools. The vulnerable population focus is on Latino, African American and Native American communities in two geographic areas with significant populations at risk for childhood obesity--the Southeastern and Southwestern states. The specific states to be targeted include Alabama, Arizona, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, New Mexico, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and West Virginia. NCSL will collaborate with outside organizations, including other Leadership for Healthy Communities grantees, to seek input on the composition of state teams involved in the policy forums, faculty represented on panels at NCSL meetings and experts to participate in technical assistance programs.
