Ensuring that the law giving the FDA regulatory authority over tobacco products is effectively implemented

This grant provides funding to the Campaign for Tobacco-Free Kids (CTFK) to help ensure that the 2009 Family Smoking Prevention and Tobacco Control Act, which gives the Food and Drug Administration (FDA) new authority to regulate tobacco, is effectively implemented. CTFK will monitor the tobacco industry's marketing practices, track and translate emerging science on smoking and smoking cessation, and analyze provisions of the law to inform FDA and public health advocates of relevant and actionable issues. CTFK will also: (1) submit information to FDA to create a factual record to support its actions; (2) conduct consumer research and produce and disseminate policy reports; (3) provide legal support to FDA; e.g., through amici briefs if the agency is sued by the tobacco industry; (4) educate the public health community about the implementation process and mobilize it to advocate FDA implementation; and (5) convene experts in public health, law and science to address the scientific and policy issues FDA will need to confront and to make recommendations to FDA. No portion of this Robert Wood Johnson Foundation grant will support lobbying or any communication with legislators on specific legislation.
