Providing state-specific evaluation reports and comparative analyses

The Foundation's initiative, Lead States in Public Health Quality Improvement, was designed to create a peer network of innovator states with experience in designing and implementing a process for systematic assessment of local public health agency capacity and performance.This project will provide state-specific evaluation reports and comparative analyses to Lead States grantees and the National Network of Public Health Institutes (NNPHI), the national program office. These reports will complement a larger evaluation, which is examining the impact of the network across the entire initiative, as opposed to within states. As deliverables, the evaluation team will: (1) develop annual reports for each of the 16 states in the initiative, based on findings from the annual survey, which will compare a state's results with those of previous years and of the overall initiative, and will contrast results of local health departments that participated in the minicollaboratives versus those that did not participate; (2) provide summary reports to each state at the end of each minicollaborative, synthesizing the experience of participants (i.e., local health departments or community partners), with comparisons with previous years, when possible; (3) create annual thematic reports on the findings of aggregate case studies, including the structure of the minicollaboratives, measures and facilitators of success, perceived obstacles to success, and approaches to and diffusion of learning within and across agencies; (4) work with NNPHI to develop state-specific, one-page summaries of the evaluation findings that the evaluation team will update on an annual basis; and (5) be available via conference calls to the grantees, their stakeholders and NNPHI to discuss report findings and assist with interpreting the implications of the findings.
