The Foundation's State Coverage Initiatives (SCI) was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.The purpose of this project is to build the day-to-day policy-making and technical capacity of states to create and maintain expansions of health care coverage to the uninsured and to plan and execute strategies to improve the availability and affordability of health coverage. This grant will support an annual conference focused on state-based models and best practices; customized policy and technical assistance for state policy-makers and health care leaders; technical workshops and small group consultations on issues critical to advancing health care reform; publications, including technical manuals, issue briefs, profiles on innovative state coverage programs, monthly electronic newsletters, and a comprehensive annual report on the state of state health reform; webinars targeted to current health reform issues; a comprehensive and timely Web site, state coverage.net, designed to provide state policy-makers and others interested in state health policy and health care reform; and continued programmatic monitoring of SCI grants, including grants associated with the Coverage Institute.
