This project will examine whether high rates of uninsurance in a community have a negative "spillover" effect on the care received by all members of that community, including those with insurance. The study will measure the spillover effects of high rates of uninsurance on access to outpatient care for insured and uninsured adults in metropolitan areas, as well as the quality of care. The researchers will build on previous work, but will include a broader range of measures of access and quality, focus on different populations within a community, provide more detailed examination of effects within communities and employ more rigorous research methods. Deliverables will include journal articles and policy briefs on the results of the study.
