This project will explore the use and impact of an innovative statewide performance reporting system, the Maine Health Management Coalition's (MHMC's) "Pathways to Excellence" (PTE) reports. The goal of the PTE reports is to encourage value-based purchasing and improve the quality of health care. Information has been provided voluntarily by three-fourths of the state's 400-plus primary care practices and publicly disseminated on the MHMC Web site since 2004. In spite of the promise of public reports and the large investments of time and money in them, surprisingly little is known about how primary care practices use public performance reports to improve quality. A recent review found no studies of the use of reports on physician groups' quality improvement activities, concluding there is a critical need to understand how reports influence quality of care. This project will address that gap with a one-year, mixed-methods evaluation. The evaluation will advance the science of quality improvement and performance measurement by exploring how public reports can improve the quality of primary care and informing the development, application, and interpretation of the reports.
