The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This study will analyze Maryland's use of state income tax records to identify unenrolled Medicaid- and SCHIP-eligible children. The project will evaluate: (1) the policy's implementation; (2) the ability of this approach to identify eligible, uninsured children; and (3) Maryland's success in using this information to enroll children in Medicaid and SCHIP. This study will also inform other states' efforts to take advantage of existing data sources for outreach and enrollment purposes.
