Research and technical assistance center for the Cash & Counseling initiative
The Foundation's Cash & Counseling program (C&C) was designed to provide an expansion of a proven model of consumer-directed supportive services to more states, allowing thousands more older adults and people with disabilities to have choice and control over the care they receive.As the older adult population grows, the number of individuals receiving publicly funded home and community-based care services will continue to increase. The traditional model of care often fails to meet the needs of this population. In 1995, RWJF along with the Office of the Assistant Secretary for Planning and Evaluation (ASPE) funded the Cash & Counseling (C&C) Demonstration and Evaluation program. The C&C model allows consumers who receive Medicaid to direct and manage their personal assistance services according to their own needs. The evaluation showed marked improvement in consumer satisfaction and quality of life. As of 2008, 15 states have implemented the C&C model. The Boston College Center for the Study of Home and Community Life will build on this success by establishing a National Center for Consumer Direction (NCCD). Leveraging lessons learned from the demonstration and evaluation, the Center plans to: (1) help every state make its delivery system more consumer-directed and take steps toward implementing the C&C model; (2) assist at least 10-15 states in implementing the full C&C model; and (3) provide support to grow and sustain C&C in states where the model already exists. Although RWJF funding will support the development of the NCCD and the growth and implementation of the C&C model, other entities are interested in funding the Center to provide technical assistance on other self directed models.
