This grant will support a survey of San Francisco employers to study their response to the pay-or-play mandate in the city's Health Care Security Ordinance. Specifically, the survey will examine: (1) the extent to which employers modify the type and scope of health insurance coverage for their employees; (2) the employee take-up rate, and; (3) the changes in wages, workforce composition, retention, and overall employment as a result of the pay-or-play measure. In total, 1,000 employers will be surveyed, with employers in surrounding counties serving as a control group. The research team has already conducted a baseline survey and RWJF funding is provided for the implementation of a follow-up survey of the same employers contacted in the previous round. Project deliverables include peer-reviewed academic papers and policy briefs for the media, policy experts and researchers interested in learning about the impact of the measure. The most significant risk associated with the project is the possibility of a legal challenge that could reverse the pay-or-play measure. In case the employer pay-or-play mandate is overturned prior to the second wave of the survey, the grantee will discontinue the project.
