This case study will examine the implementation of West Virginia's Healthier Medicaid Member Through Personal Responsibility program. The state's Bureau of Medicaid Services designed the program to reduce costs and improve health outcomes for Medicaid beneficiaries by placing greater responsibility on them to manage the care they receive. Using 20 to 25 key stakeholder interviews, this project's deliverable will be a report, possibly a journal article, on the stakeholders' perspective on the implementation process, their assessment of the program's strengths, weaknesses and challenges, and their suggestions for improvement.
