The Foundation's initiative, Lead States in Public Health Quality Improvement (LSI), was designed to create a peer network of innovator states with experience in designing and implementing a process for systematic assessment of local public health agency capacity and performance.This grant supports an external evaluation of the third phase of the Lead States collaborative (LSI-3). There are four overall components to the evaluation: (1) determine the extent to which the LSI-3 goals and objectives were achieved; (2) determine the adoption, reach, and impact of Quality Improvement (QI) efforts within and across the LCI-3 states; (3) assess the resources, support, and capacity needed to achieve success within the participating states; and (4) determine the spread of QI efforts to non-LSI-3 states. This evaluation will help determine the success of the LSI-3, highlighting specific accomplishments of the grantees both collectively and within specific target areas. In addition, the evaluation will contribute to an overall understanding of the factors that affect the adoption of QI in public health departments and the use of QI methods to improve capacity, performance and community health status.
