Oregon Health Plan Lottery: Using a randomized controlled trial to test the impact of providing public insurance coverage to low-income adults

This study will examine the impact of providing public insurance coverage to a low-income population in Oregon. Beginning in April 2008, the state will use a lottery to enroll low-income adults into its Medicaid program, the Oregon Health Plan. The lottery process will act as a natural experiment, allowing the research team to establish a causal link between insurance coverage and a range of outcome variables. The grantee will use ongoing surveys to examine how access to care, health-related expenses and health outcomes vary over time among the lottery's winners and losers. A final report will be completed at the end of the project and findings will be distributed through the Oregon Health Research and Evaluation Collaborative.
