The Foundation's program, State Health Access Reform Evaluation (SHARE), was designed to support research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.This study grant will evaluate the efforts in Maine, Massachusetts, and New York to offer voluntary private health insurance to small businesses, self-employed workers and other individuals with limited access to insurance. Empirical analyses will quantify risk selection in state programs using claims data-Maine's all-payer database, the New York State Department of Health Statewide Planning and Research Cooperative System data, and aggregated claims data from major carriers in Massachusetts. In addition, it will use interviews, administrative data, insurers' financial reports and BRFSS data.
