The Foundation's State Health Access Reform Evaluation was designed to fund research and evaluation of state health reform initiatives and develop an evidence base for future state and federal reform initiatives.The initiative has three objectives: (1) to coordinate state evaluation efforts in a way that provides evidence to state policy makers on the mechanisms required for successful state reform; (2) to identify and fill gaps in needed research on state reform activities from a state policy perspective; and (3) to disseminate findings in a coordinated and user-friendly way. The initiative will provide $5.4 million to support up to 12 small-scale projects and up to six large-scale projects. This grant provides technical assistance and direction to the National Program Office (NPO) to work with the Proposal Advisory Group to review proposals and make funding recommendations to the Foundation. After funding decisions have been made in March 2008, the NPO will provide technical assistance to grantees and act as a source of information for all states seeking to enact reforms to expand access to health insurance coverage. Dissemination and technical support will be achieved through the SHARE Web site, publication of issue briefs, and coverage expansion conferences or workshops.
