Integrating prevention strategies into organizations that address intimate partner violence

This grant provides support to expand the Center for Disease Control and Prevention's (CDC) DELTA (Domestic Violence Prevention Enhancements and Leadership Through Alliances) model, a preventive approach to intimate partner violence, from 14 states to the entire nation. This is the next critical step toward a national effort to prevent intimate partner assault, rape and stalking before they start. Intimate partner violence is a major national public health problem, affecting over 25 percent of women and 8 percent of men. Intimate partner violence leads to devastating short- and long-term consequences for victims, as well as for their children, and places a significant economic burden--exceeding $5.8 billion a year--on society. The movement to combat domestic violence has focused on providing services to victims, holding batterers accountable, and reducing the number of repeat cases. Recently the domestic violence movement has begun to develop a new focus on prevention. In 2002, the CDC developed DELTA, an initiative to integrate prevention strategies into the work being done by state and local domestic violence coalitions. The expansion with this funding will provide information, tools and technical assistance to support prevention strategies at state and local levels. In addition to CDC staff, at least two DELTA states from a specific region will work with the new expansion states (DELTA-E states) to assist these state coalitions in developing a prevention plan. The project's success will be based on whether each DELTA-E state increases the prevention capacity of state domestic violence coalitions. The deliverables of this project will include the development of three modules that support and build primary prevention capacity, a well developed system of technical assistance and mentoring of the DELTA-E states, and a summary report on the success and related lessons learned in the expansion effort.
