Exploring SCHIP retention: When do children leave and who becomes uninsured?

Discussions about how to increase participation in the State Children's Health Insurance Program (SCHIP) typically focus on the most effective strategies for enrolling eligible children. An equally important, but often overlooked, concern is how states can retain eligible children in the program after they become enrolled. This study will use administrative and survey data to measure the rate at which eligible children leave SCHIP and become uninsured. It will then examine whether the rate or duration of "lapsed coverage" is linked to specific state policies or family characteristics. The project is consistent with the Foundation's Coverage Team's efforts to use research and evaluation to help maximize enrollment in public programs. Deliverables include a peer-reviewed final report and presentations at professional conferences.
