This grant to the AHIP Foundation supports the following components: (1) implementation of a common method for aggregating data from multiple national health plans and other sources to produce a broad national population data base, (2) production of consistent, comparable performance measures to assess the quality and cost-effectiveness of patient care at the provider group and provider level, and (3) documentation of local and national differences in key measures of health care quality by provider specialty and by patient race and ethnicity. The aggregated data sets that the project principals will produce under the first component of this grant will be available for multiple uses, including performance measurement in regional quality initiatives as well as public health surveillance and an improved evidence base on the effectiveness of medical treatments and the long-term safety of drugs, devices and therapeutics. The Brookings Institution will coordinate with the AHIP Foundation to ensure that the tasks under this particular grant dovetail with the other tasks under other Foundation programming.
