Congressional authorization of the State Children's Health Insurance Program (SCHIP) is set to expire on September 30, 2007. Congress is currently engaged in the process of reauthorizing SCHIP, seizing the opportunity to review and revamp the program. Although there are still several months of negotiations remaining in the legislative debate, it is likely that the reauthorized legislation will change the program in several important ways, including its financing structure, enrollment and retention procedures, and eligibility rules. Under this grant, Georgetown University's Center for Children and Families will undertake activities designed to ensure that state officials, policy makers, advocates, and other interested stakeholders have the tools they need to implement effectively the reauthorized SCHIP program. These activities would include analytic reports, a briefing, and a SCHIP information clearinghouse on their Web site. Since SCHIP was enacted in 1997, no private organization has committed more resources than RWJF to the program's implementation or has a greater stake in its success. This year's reauthorization provides RWJF with its best opportunity in a decade to get closer to a fundamental goal of the foundation, namely expanding coverage to all children in this country.
