Evaluation of the project to ensure the consumer voice in coverage and quality in Massachusetts

This program contract supports an evaluation of the RWJF-funded Massachusetts Quality Coverage and Quality Care Initiative (MQCQCI). Health Care for All's MQCQCI is intended to establish a "smart, focused consumer voice" in policy debates over the implementation of state coverage reforms and ongoing policy discussions about quality improvement initiatives. This evaluation will yield important insights about the strategies and effectiveness of consumer advocacy groups in these policy arenas. The project is consistent with RWJF's Coverage Team's support for advocacy activities as part of its goals of maximizing enrollment in public programs, pushing for expansions of coverage and building broad-based support for coverage. Deliverables include interim reports at the end of the first and second years of the project, as well as a detailed, comprehensive final report at the conclusion of the project.
