Building the foundation for state public health agency accreditation by defining core services for quality improvement

States are responsible for a wide range of public health activities; however, there exists no shared definition of what public health services an individual should be able to expect from his or her state government. In 2005, RWJF and the Centers for Disease Control and Prevention co-funded the first phase of a project to develop a common description of state governmental public health services. At the close of the first phase of the project, stakeholders, including the National Governors Association and the National Council on State Legislators, concluded that a common description is necessary to provide policy-makers, practitioners and the general public with a broader and deeper understanding of state public health. Shared understanding of state public health services will also provide the basis for advancing quality improvement and accountability in state public health departments. This collaborative project will build off of the foundation created in the first phase of the project. The deliverables for this project are: (1) a database that will be a comprehensive resource on the structure, activities and responsibilities of state public health, including a statutory review of state public health system organizational structures; (2) a description of state public health services that can be used by public health practitioners, elected officials, funders and other stakeholders to develop improvement plans and accountability processes; and (3) marketing research to improve the public's understanding of state governmental public health services. Information produced by this project will provide the basis for the development of performance standards for the national public health accreditation system.
