Improving the potential of U.S. quitlines to capitalize on tobacco policy control success

Expansions in smoke-free air laws and increases in tobacco taxes, which make it less acceptable and harder for smokers to smoke, are motivating unprecedented numbers of smokers to quit. Currently, more than 45 percent of the country's population is protected from the dangers of secondhand smoke, up from 32 percent in 2004. Legislation is pending in several states to further raise their tobacco taxes. These public policy changes are driving a growing need for easy access to effective cessation treatments for smokers who want to quit. Quitlines offer a unique opportunity to provide evidence-based cessation counseling to a broad and diverse population of smokers. This grant helps support the newly formed North American Quitline Consortium (NAQC) to strengthen the linkages between quitlines and tobacco control policy initiatives. This one-time project will: (1) integrate quitline services into state tobacco control policy changes through education, advocacy and proactive coordination; and (2) address policy implications such as finding ways to equip and support quitlines to respond during times of increased demand for services following passage of new tobacco taxes or smoke-free air laws. This project will also support the development of a business plan/model that will help to assure the NAQC's financial stability and lasting health impact.
