Evaluation of the State Health Leadership Initiative
The Foundation's State Health Leadership Initiative was designed to accelerate the development of the leadership capacity of state health officers as policy makers, administrators, and advocates for the health of the public.A 2002 assessment of the State Health Leadership Initiative found that a major benefit of the program is the strong ties that are developed among state health officers (SHOs). The assessment concluded that the relationships developed among the current SHOs and among current and former SHOs are critical resources to the SHOs both during their tenure as health officers and after they leave office as they are faced with making important public health decisions. This project will use social network analysis to examine the relationships among the SHOs. The analysis will assess the overall network of SHOs, the strength of the relationships over time, the content of relationships and how SHOs access and share information. The use of social network analysis methodology in the evaluation could be a model for other leadership development programs that seek to understand how initiatives have impacted relationships and ties within a network. Deliverables for this project are: (1) a report describing the relationships in the network of SHOs, how well connected the SHOs are to the network during and after their participation in the program and the impact of the mentoring component of the program; and (2) case studies that describe how three SHOs used their experience in the State Health Leadership Initiative and the SHO network to make important public health decisions.
