By enhancing the ability to measure health care quality, electronic health records (EHRs) offer significant potential to accelerate improvements in care processes and patient outcomes. To realize this potential, standard methods for assessing performance through EHR-based data must be developed. This grant supports a framework for the development and use of EHR-based quality indicators. Project deliverables will include a compendium of EHR-based indicators, case examples comparing the utility of the new indicators to current administrative data-based quality indicators, a policy paper, and an issue brief. This project, which will be conducted in partnership with the Commonwealth Fund, has been endorsed by the National Quality Forum. It will be considered successful if it lays the groundwork for national adoption of EHR-based measures that provide valuable information to consumers, purchasers, providers, and researchers about quality and disparities in quality of outpatient care.
