The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.Funding for state coverage activities can support innovative activities targeted to increasing the number of insured Americans and projects that can be replicated by other states. This grant supports actuarial analysis to develop a viable plan to provide health insurance for small employers. The project deliverable for this Illinois State project is a report detailing the financial and legal viability of creating a mutual insurance company between the State of Illinois and the Chicagoland Chamber of Commerce, establishing multiple employer welfare arrangements and/or forming an insurance trust, or creating a fully insured partnership with an existing carrier. This project will be considered successful if it helps decision makers determine a strategy to provide affordable health insurance for small businesses.
