Actuarial analysis of an insurance risk transfer pool in Washington, DC aimed at increasing health care coverage for the uninsured

The Foundation's State Coverage Initiatives was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.According to the 2003 U.S. Census, there are over 45 million uninsured Americans. Rising costs make health insurance increasingly unaffordable for employers, employees, and the self-employed. While changes are needed at the federal level to expand coverage and to make it affordable, states must also do more to improve access to coverage. However, states often require expertise and technical assistance to maximize impact. Funding for state coverage activities can support innovations targeted to increasing the number of insured Americans and projects that can be replicated by other states. This grant supports an actuarial analysis of an insurance risk transfer pool in Washington, D.C. The project deliverable is a comprehensive report analyzing the Health Insurance Risk Transfer Pool as a strategy to increase health coverage for more individuals. The project will be considered successful if it provides District of Columbia decision makers with the necessary information to move forward with this initiative.
