Developing recommendations for a national public health accreditation system to build state and local public health agency capacity

Accreditation of individuals and organizations has become an accepted means of fostering quality improvement and accountability in many fields; however, public health organizations are currently not subject to national standards or reviewed by an external accrediting body. This collaborative project seeks to design a national public health agency accreditation system as a mechanism to build the capacity of state and local public health agencies. Key stakeholders will jointly produce definitive recommendations regarding the establishment of a voluntary national accreditation system. This project represents the potential for a "sea change" in the public health system. In part because of the variability in the functions and forms of governmental public health agencies across jurisdictions, there has been a tendency for agencies to resist measurement and comparison. The national dialogue on accreditation has sparked an openness to set standards for the most critical common functions and to create the ability to measure performance both in order to improve and to demonstrate accountability. The proposal for this project was jointly submitted and will be co-managed by National Association of City and County Health Officials (NACCHO) and the Association of State and Territorial Health Officials (ASTHO). For administrative simplicity, the Centers for Disease Control and Prevention will fund the parts of the project that will be led by ASTHO, and RWJF is funding the NACCHO portions. The project will convene a Steering Committee, Workgroups, public comment meetings and an invitational meeting of elected officials. The key deliverable will be Steering Committee consensus recommendations for the development of a national public health accreditation system.
