This grant supports the completion of an evaluation of the Supportive Housing Managed Care Pilot demonstration. This evaluation will represent the most comprehensive study to date of the cost effectiveness of supportive housing as an alternative to homelessness for individuals and families. The primary audience for the results is the State of Minnesota Department of Human Services which designated $10 million to conduct the demonstration. The intent is that these evaluation results will serve as a tool as the Minnesota Legislature creates its 2008-2009 budget to determine the level of investment in supportive housing as an alternative to long-term homelessness. This reallocation of budget resources could serve as a blueprint for other jurisdictions seeking to employ supportive housing as an intervention for different high-risk populations. The evaluation is being conducted through a subcontract from the Hearth Connection to the National Center on Family Homelessness.
