Enhancing and expanding support and direct services to youth in Los Angeles County foster care

There are over 40,000 youth in foster care in Los Angeles (LA) County, California, the largest such population in the U.S. These youth face an array of barriers and obstacles that prevent them from leading healthy, productive, and fulfilling lives. By the time they emancipate or age out, half of them will drop out of high school, 45 percent will be unemployed, and 33 percent arrested. The Rowell Foster Children's Positive Plan (RFCPP) is committed to making significant, long-lasting, and positive change in the lives of these youth. The purpose of this project is for RFCPP to develop a business plan that will help it prepare to serve more youth in foster care in LA County, especially in the areas of physical and oral health. At the completion of the project, RFCPP will have a five-year plan that is goal-oriented and outcome-based; involves the RFCPP board leaders, staff, and community stakeholders; and has specific, attainable, measurable objectives. Overall success will be measured by having a plan that consists of goals and objectives for each of the aforementioned areas. This grant will enhance the capacity of RFCPP to make significant progress toward its vision, and can ultimately lead to enhanced and expanded support and direct services to the thousands of youth in foster care in LA County and in other areas throughout the nation and its 500,000 foster youth.
