Developing a business model for measuring and reporting quality

Serious gaps and variations in health care quality are well documented. Making performance information available will help consumers and purchasers make better choices, will help administrators direct resources to improve the work of caregivers, and will give providers access to data that can guide improvement efforts. There is currently a proliferation of uncoordinated, and often competing, efforts under way to develop quality measures, collect data, and report performance. These efforts are occurring in an ad hoc way and most have been launched without a viable business model. The purpose of this project is to define alternative sustainable business models for implementing each of the steps needed to generate publicly reported performance data, including measure development, data collection and verification, and reporting. After an analysis of the political and economic implications of each model is completed based on input from stakeholders, a recommended approach will be identified. The project will assess economic and/or business models for standardized sets of measures, starting with the endorsed National Quality Forum hospital and nursing measures, following with ambulatory measure sets as a parallel process produces them. This project will be considered successful if one or more viable business models for an implementation approach are identified.
