The Foundation's Urgent Matters program was designed to improve the availability and timeliness of care in hospital emergency departments and the use of these departments as a window into the safety net to raise public understanding of the interaction between safety net functions and workings of the health care delivery system as a whole.This grant provides technical assistance and direction to: (1) design and implement a strategic communications plan to disseminate the learnings of Phase I--both safety net assessment and emergency department flow techniques; and (2) retool emergency department flow program products into a marketable learning network and tool kit.
