Health Insurance Reform Project: Medicare, access, and quality

Fee-for-service (FFS) Medicare serves more than 35 million adults, most of whom have multiple chronic health problems. It costs more than $200 billion annually and is growing rapidly. Medicare policy makers are now well aware of the extent and cost of the poor quality of chronic care. For seven years, the Health Insurance Reform Project (HIRP) has produced critical thinking and ideas influencing national health care policy. The purpose of this project is to foster thoughtful, nonpartisan examination of national health care issues and to build consensus around ways to resolve them. This grant provides support to continue HIRP activities promoting improvement in chronic care management under FFS Medicare. HIRP's role is to help the Centers for Medicare and Medicaid Services obtain thoughtful input on program designs, implementation management, and evaluation from national experts, and build on lessons learned from private-sector experience. This project will be considered successful if it leads to FFS Medicare demonstrations and program changes to significantly improve the quality of chronic care.
