Conducting a demonstration and evaluation of educational interventions to increase awareness of health insurance and purchasing rules
The majority of the uninsured are members of working families, especially those employed by small firms; most of the large increase in the uninsured in 2001 was due to workers in small firms losing coverage. While cost is the most significant barrier to increasing health coverage by small business, numerous studies have demonstrated a significant knowledge gap by these employers about the availability of coverage options and benefits of health insurance. The purpose of this project is to assess the impact of educating small employers about health insurance, through a partnership between the Healthcare Leadership Council (HLC), a consortium of health care industry executives, and local small business development centers (SBDCs). Two test sites will be chosen in which HLC, its local network of providers and employers, and SBDC will design and pilot test a direct educational intervention and a targeted outreach campaign. The project will also evaluate the effectiveness of these alternative educational approaches and disseminate the results. This project will be considered successful if it yields definitive conclusions about the impact of either or both interventions on employer awareness and likelihood of offering coverage, as measured through surveys of participating businesses.
