Technical assistance center for comprehensive, collaborative systems of care development

The Foundation's program, Reclaiming Futures: Communities Helping Teens Overcome Drugs, Alcohol & Crime®, was designed to build community solutions to substance abuse and delinquency by developing the systems infrastructure necessary to deliver comprehensive care within the juvenile justice system.Since the 1960s, researchers, policy makers, and practitioners have proposed comprehensive and collaborative systems of care for high-risk youth. Studies of these systems for mental health and child welfare have documented improved individual and system outcomes and identified a range of strategies necessary for effective development. More recently, research documented significant improvements for substance abusing youthful offenders through the integration of substance abuse treatment and juvenile justice services. Unfortunately, significant barriers exists to the creation of systems of care and even greater time commitments are required to successfully design and implement them. In part, this is due to the lack of awareness of lessons learned from past work and a limited supply of available assistance. The purpose of this project is to address these barriers and decrease systems of care development time by providing targeted technical assistance, shared development opportunities, and expert coaching possibilities to communities interested in creating juvenile justice, child welfare, and substance abuse treatment systems of care. The project will create a multi-component technical assistance program within the Reclaiming Futures National Program Office. If successful, the center's services will decrease the length of time communities require to develop collaborative systems of care and will increase the number of communities that are able to successfully implement them.
