Study to determine standardized measures that define quality mammography centers

Most current market reforms to encourage quality of care rest on the assumption that consumers will act on quality information to select better care, stimulating providers to compete by improving quality. However, there is little direct evidence that consumers or providers will act this way. This grant supports the beginning of a process to test this assumption by developing a set of standard patient-centered measures of mammography center quality that could be used in regional demonstrations of provider feedback and consumer reporting. The project will: (1) identify and achieve consensus on mammography center quality measures through an expert process; and (2) test the feasibility of the data collection methods for the measures by surveying and visiting mammography centers in a specific region. This project will be successful if the defined measure set is accepted by providers and consumers and is subsequently used in a future demonstration on consumer selection of mammography centers based on quality.
