Analyzing primary care performance and outcomes in Medicare

The purpose of this project is to assess patient outcomes related to primary care delivered through the traditional Medicare fee-for-service program and primary care delivered through Medicare HMOs. The issue of relative performance between traditional Medicare and Medicare HMO systems has received extensive attention by researchers, but findings have been inconclusive. Some studies show no differences and other studies show generally more positive outcomes for patients in the traditional fee-for-service program. This grant provides supplemental funding for the most ambitious study of outcome differences across types of Medicare providers that was designed to reconcile the ambiguous findings of earlier studies. The supplemental funding would allow for larger sample sizes in the basic study that was funded by the Agency for Health Care Research and Quality--these sample sizes would support more definitive analyses of the key study questions. The project will be considered successful if definitive findings about relative patient outcomes emerge from the analysis. Project deliverables will be peer-reviewed publications describing the findings.
