The Foundation's initiative, Rewarding Results: Aligning Incentives with High-Quality Health Care, was designed to invent, prove and diffuse innovations in systems of provider payments and non-financial incentives that will encourage and reward high-quality care.The purpose of this project is to create a centralized source of quality performance data at the physician level in order to evaluate financial and nonfinancial incentives for quality currently offered by some health plans in Massachusetts and contemplated by others. Each of the health plans has provided Massachusetts' Health Quality Partners, Inc., (MHQP) evaluation team with information about quality incentive programs for 2001-2004, and it is clear that implementation varies among plans and provider groups. The MHQP evaluation team will link this information with the centralized quality performance database and with the addition of data about provider group characteristics; it will be possible to employ quasi-experimental methods to assess the impact of current and planned quality incentives both within and across participating health plans.
