The Foundation's program, Resources for Recovery: State Practices that Expand Treatment Opportunities, was designed for states to learn about, analyze, and implement established strategies to expand available treatment resources and/or the populations eligible for services within existing expenditure levels.There is significant untreated prevalence of alcohol and drug addiction in the population. This project will encourage states to adopt financing practices that will increase the size of the population covered and the scope of services provided. This contract provides funds to support essential, time-sensitive planning activities that must be performed prior to formal authorization of the Resources for Recovery. The contractor will work with Foundation staff on the program design; conduct a preliminary study of existing financing practices and barriers in a select number of states; draft the Call for Proposals; develop application eligibility criteria, application review criteria and processes; and develop a work plan and budget for the first year of program implementation.
