The Foundation's Local Initiative Funding Partners Program is a matching grants program designed to establish partnerships between the RWJF and local grant makers in support of innovative, community-based projects that improve health and health care for underserved and vulnerable populations. The CARE program (Child At-Risk Evaluation) extends an umbrella of health services over physically abused children and over children entering the foster care system in Honolulu. The purpose of this project is to train emergency room staff, law enforcement officials, social service professionals, and physicians in child abuse and pediatric forensics. In addition to filling the need for a centralized referral source for victims of abuse, the project will give full physicals to children entering foster care. The child's new "Medical Passport" will help foster parents provide more appropriate care and a medical home. The CARE program will be expanded throughout Hawaii.
