Assessment of utilization management programs' capabilities to identify and address patient safety problems
Problems in patient safety were documented by the Institute of Medicine in its 1999 report, "To Err is Human: Building a Safer Health System." Utilization management (UM) is a technique widely used in the health care industry to evaluate the necessity of medical interventions--particularly inpatient stays and surgical procedures. UM systems could contribute importantly to patient safety, and they currently do little. The purpose of this project is to address the problem of lack of information on how UM information technology systems are programmed to flag patient safety problems, how UM staff respond to flags through investigation or intervention, and a lack of awareness by UM leaders on the potential role of UM in addressing patient safety problems. This project will be considered successful if it identifies effective UM identification and intervention practices relating to patient safety and increases UM leaders' awareness of these practices.
