There are no well defined national health care quality objectives and performance measures that purchasers and consumers can use to purchase health care and choose between providers. The National Quality Forum's purpose is to adopt these common standards. The purpose of this project is to develop a consensus among a diverse group of purchasers and consumer groups on a set of core measures, a standardized public performance-reporting system, and an implementation plan by June 30, 2002. The group will then work together to submit and advocate for these measures to be adopted by the National Quality Forum. The project will be considered successful if by January 1, 2007, Americans will be able to select hospitals, physicians, health plans, and treatments based on public reporting of nationally standardized measures for quality, consumer experience, and efficiency.
