Reclaiming Futures: Communities Helping Teens Overcome Drugs, Alcohol and Crime: Seattle-King County, Wash.

The Foundation's program, Reclaiming Futures: Communities Helping Teens Overcome Drugs, Alcohol, and Crime, was designed to: (1) develop new service delivery models that integrate comprehensive services into the juvenile justice system and promote the creation of community-based systems of care for substance-abusing youthful offenders; and (2) foster the development of local judicial leadership to guide juvenile justice and substance abuse treatment partnerships, and assist community-based treatment providers in assessing their effectiveness.The current King County juvenile justice and youth treatment systems lack the ability to provide a continuum of strength-based assessment, treatment, and long-term supports for their substance-abusing youthful offenders. This problem is exacerbated when these children have a co-occurring mental health problem, because there is no blended assessment process or an integrated system of care. The families and communities in which these youth reside currently have very limited opportunity to participate in the design and delivery of services to this target population, and experience racially disproportionate sentencing and confinement of their ethnic minority youth. Categorical funding across multiple branches of government and numerous jurisdictions prevents King County from maximizing both current and future resources available for youthful offenders. Reclaiming Futures provides the Seattle-King County community the opportunity to: (1) design and implement an effective continuum of assessment, treatment, and supports for substance-abusing youth coming through the court system; (2) provide supports for substance-abusing youth and youth with co-occurring disorders beyond their court and treatment system participation; (3) redirect and invest both current and future funding for these youth based upon their needs; and (4) provide research-based and community-driven services that ensure individualized, comprehensive, long-term relationships.
