The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.The project will, with data from the Physician Survey of the Community Tracking Study and individual-level Medicare claims from a national sample of non-managed care Medicare beneficiaries with diabetes: (1) test for "spillover" managed care organization activity on selected measures of quality for non-managed care beneficiaries; (2) confirm spillover effects on resource use; and (3) look for any resulting effects on the health of those beneficiaries. Insight into these relationships will better inform policy-makers of the system-wide consequences of health care cost containment policies that encourage expanded use of managed care.
