Evaluation of Free to Grow: Head Start Partnerships to Promote Substance-Free Communities

The Foundation's program, Free To Grow: Head Start Partnerships to Promote Substance-Free Communities, was designed to support selected Head Start agencies to adapt and evaluate innovative substance abuse prevention models that aim to strengthen a young child's environment, specifically the family and community. The purpose of this project is to conduct a scientifically rigorous and comprehensive evaluation of the Free to Grow (FTG) program. The ultimate goal of FTG is to prevent substance abuse among young children. The process evaluation will describe and assess the entities involved in carrying out the program, the interventions, the intermediate outcomes, as well as the socioeconomic, cultural, political, and historical context of FTG. The process evaluation will include an assessment of the technical assistance provision to local sites, as well as an assessment of the perceptions of Head Start and other national stakeholders. The impact evaluation will assess the effects of FTG family and community strengthening interventions on primary outcomes of reduced risk and increased resilience of targeted families and neighborhoods. The intermediate outcome of strong community partnerships will also be addressed.
