Changes in physicians' decisions to treat Medicaid patients and the uninsured

The Foundation's program, Changes in Health Care Financing and Organization, was designed to support policy analysis, research, evaluation and demonstration projects that will provide public and private decision leaders with usable and timely information on health care policy and financing issues. The purpose of this project is to update and expand upon what is known about physician decisions to treat underserved populations by addressing the determinants of Medicaid participation since the mid-1980s; the determinants of whether physician acceptance of uninsured patients changed in recent years; whether physicians who are employees or in large group practices are less likely than others to have personal discretion over their Medicaid participation decisions, and if so, how does that affect the number of Medicaid and uninsured they treat; and lastly, to what extent are Medicaid patients and the uninsured concentrated into the practices of a few physicians? How does this concentration vary among communities? The principal source of data will be the Socioeconomic Monitoring Systems maintained by the American Medical Association.
