The Foundation's initiative, State Solutions: An Initiative to Improve Enrollment in Medicare Savings Programs, was designed to maximize enrollment in Medicaid, Qualified Medicare Beneficiary, Selected Low-Income Medicare Beneficiary, and Qualified Individual programs.While most elderly and disabled Americans receive basic health coverage through the Medicare program, services can still be costly and difficult to access for those with limited financial resources. Many are eligible for supplemental coverage through Medicaid, which pays Medicare premiums and cost-sharing, and may cover additional services, depending on an individual's income. The State Solutions program attempts to improve enrollment rates among this population through coalition-based advocacy efforts and grant funding as well as technical assistance to state agencies. This grant supports the National Program Office in facilitating the award of grants, providing technical assistance, and monitoring implementation and progress of grantees.
