Improving awareness of and enrollment in New York's disaster relief Medicaid program

The September 11, 2001, terrorist attacks made it very difficult for New York City to process Medicaid applications and delayed the start of a major new coverage expansion to low-income adults called Family Health Plus (FHP). The federal government, state, and city created a temporary Disaster Relief Medicaid (DRM)/FHP program to provide four months of Medicaid fee-for-service benefits to individuals eligible for Medicaid or FHP. The application for DRM is radically simplified -- no questions about assets or immigration status and no documentation requirements of any kind. The problem being addressed by this grant is that New York City had no capacity after the September 11 disaster to implement the program within an appropriate amount of time, which was the only way that it would be successful. The purpose of this grant was to expand the United Hospital Fund's efforts to support and enhance the New York City Human Resources Administration efforts to implement DRM successfully. The project will also assess whether this approach to radical simplification worked well enough that it should be considered for permanent adoption by New York or other states.
