Neighborhoods in the U.S. are not designed for the pedestrian or bicyclist but for the automobile. This design standard has contributed to increased use of the automobile even for short trips that could easily be made on foot or by bicycle. If rates of physical activity are to increase, including safe pedestrian and bicycling options in communities will be a necessary component to a comprehensive public health campaign. Some $2 billion in federal transportation funds have been allocated for walking and bicycling opportunities, but lack of knowledge has kept these funds from being fully utilized.The purpose of this project is for the National Center for Bicycling and Walking to develop a "TEA-21 Funding Guide" for public health agencies and professionals. The Guide will be designed to provide easy-to-use information on the types of funds available through the Transportation Equity Act for the 21st Century and how to prepare proposals to obtain these funds for increasing opportunities to walk and bicycle. The Guide will provide the public health community with information on federal/state transportation legislation and programs, information on how the programs are managed, and a step-by-step plan for developing successful project proposals. This project will be considered successful if the guide is produced, it presents needed information in an accurate and accessible format, is disseminated via the Web, and helps catalyze better use of the funds.
