Establishment of state baseline data for California Proposition 36 to divert drug offenders to treatment
On November 7, 2000, California voters overwhelmingly approved The Substance Abuse and Crime Prevention Act (Prop 36). Prop 36 requires the diversion from prison sentences to probation supervised treatment programs of an estimated 36,000 offenders convicted of non-violent drug possession, use, or transportation. The purpose of this project is to establish baseline data and document implementation processes before Prop 36 went into effect. This project represents a strategic opportunity to secure information that will assist and accelerate the shift in policy from incarceration to treatment. Short-term funding will avoid the loss of valuable information during the early stages of implementation and provide the grantee with a bridge to more traditional, established research and evaluation resources.
